Merging iPhone + iPad (same apps, texts go to both devices, etc.)

This may be a dumb question but here it goes...

My mom has an iPad mini and an iPhone 6. For longest time she's been using both, but never had both devices synced up.

I want to sync them both up so messages, apps, etc. go to both devices which I believe is possible (I own an iPhone X and rMB so I've never synced iOS devices).

I just worry that when syncing, photos will be deleted on one of the devices by accident. Any help would be greatly appreciated.

Just turn on iCloud. That’s it. Everything happens on its own.
