"Message Failed to Send" Notification

I have an iPhone 12 Mini, When I send a message to one contact it appears to send. A couple of minutes later I receive a notification. " Time Sensitive " " Message Failed to Send " " The Message to ( recipient ) failed to send. The strange thing is that the recipient does receive it, I've had replies from a message arrive before the " Failed to send " notification pops up. It's one particular recipient where this occurs, I've messaged other people and they receive the messages.
Anyone else experienced this? ( IOS 15.6 )
