Messages always send as SMS

Hi, i seem to have an issue where if 'Send as SMS' is enabled in my settings, the phone seems to default to that regardless of the fact that it's on wifi and can send iMessages to that person.

If I turn the option off then it sends iMessages just fine.

I was under the impression it should only send SMS if iMessage was unavailable?

Is there anything I've missed?
