I clean installed iOS 12 yesterday on my iPhone. Everything except iMessages synced over properly - my iCloud Photo Library synced right over without any problems, apps re-downloaded and working fine, etc.

The only thing is, iMessages seem stuck. A lot of messages are out of order, missing texts, images, etc. I've went to Settings > iCloud and tried switching off Messages, but a message pops up saying that messages hasn't been completely downloaded on my iPhone, so not sure what to do - I've tried restarting, toggling WiFi on and off, but nothing seems to be working? I even clicked "Sync Now" on my Mac to hopefully trigger it to re-sync, but it still isn't working. It's been left plugged on and on WiFi overnight, and that message still is showing up.

Any ideas or solutions? Anyone else experiencing the same thing?
