iCloud messages in icloud doesn't work as advertised?

so i'm feeling kind of frustrated.

my ipad is running out of storage. i purchased icloud+ and turned on messages in icloud, because apple explicitly says "and all of your attachments are stored in icloud, you can save space on your device"

but when i purchased i cloud, it did appear to sync my messages to icloud:

but all the attachments are still on my device and it remains full:
