Messages in iCloud.Local Storage showing 3 message conversations

Hi I am just wondering does messages in iCloud take all local conversations stored on the phone and put them into iCloud. It works amazingly well but im noticing the phone/ipads local storage Is showing me 3 or 4 conversations (stored locally) but these 4 messages are also stored in iCloud too. So why is the phone and iPad sorting them locally too
