Messages in iCloud. Local stored messages

hi I’m using messages in iCloud and love it and it works well. However I notice that for some reason 3 conversations are showing as locally stored on the device. When I go to settings iPhone storage scroll down to messages I see 3 conversations there with a date on them. Are these messages that are recent and stored locally. These 3 conversations are also showing in the iCloud settings. When I go to I cloud manage storage messages “conversations” I see these 3 conversations as well here in this section. Is this normal behaviour shouldn’t messages in iCloud remove messages locally from the phone which are stored to free up space. Any body any idea what’s going on here. I have a picture of the 3 conversations stored locally on the phone and in iCloud
