Messages in iCloud not syncing

I have Messages in iCloud setup on my iPhone 14 Pro running iOS 17.3

I noticed it says "Status: Syncing with iCloud" and it shows "Last Synced 12/11/23". I've tried logging out/back into Messages and power cycling phone, but the Sync seems stuck. Any ideas how to un-stick it?
