Messages issue under 12.0.1

I updated my iPhone X, Ipad pro, and ipad mini 4 to 12.0.1. I do not have messages in the cloud turned on. Messages are working as normal on iPhone and ipad pro. On the ipad mini, iMessages are syncing fine, however SMS messages are not sending or receiving or syncing with the other 2 devices. I checked on my phone and text message forwarding is correctly on for the mini. Any thoughts?
