Messages issue

I have Mac Tahoe and I have deleted all the message but it still shows I have a message with the red number, I have tried turning off notifications and restarting my Mac, but if someone sends me a message it gets stuck again any fix for this or is this a known issue? I also have iCloud turned off for message
