Without fail: in Messages, if I want to send a photo from my album, it never sends without waiting for 10 seconds?

Say I want to send a photo: I go into messages and select my conversation. I then press the “Apps” button next to the text box so I can select ”photos”. When I select my photo, it’ll populate the photo into the text box. I press the “send” arrow, but the photo will delete and nothing will send.

I can repeat the process without fail. The only way to get a photo to send is to wait 10 seconds with the photo in the text box before hitting the send button.


Is this by design?
 
I've had this happen before, has to be a bug. I never wait, I close out of messages, re-open it and re-send the photo.

some sort of weird glitch that occasionally strikes when you're selecting photos in iMessages.
