Im having trouble sending messages to other iPhones when I'm away from a data it still attempts to send iMessages despite setting up send as sms is ticked (it never fails & offers to attempt to send via sms)

Its the same situation for other devices they never default to sms between each other unless I deactivate iMessage on them

Ive reset network settings but it's still the same

"Send as SMS" only sends an SMS when it can't send an iMessage. It will always send an iMessage first and if it can't it sends an SMS. That is what the toggle is for.
