I use messenger all the time and often upload photos from the photos app on my phone and send them to friends on messenger. So tonight I went to do the same thing - I click on the friend I want to send it to, I click on the mountain/sun icon to access my photos, and I get this message: Start Sending Photos. In iPhone settings, tap Messenger and turn on Photos. Then there is a blue link to Open Settings, which takes me to what I would find if I clicked Settings on my home screen, and there is no Messenger button anywhere in settings.
