To record my vocals, I use a AKG Perception 220, hooked up to GarageBand through my FocusRite audio interface. Does anyone know whether I can create effects on recorded vocal tracks (using my AKG mic) in GarageBand? I know I can create all sorts of vocal effects by using my MacBook Pro's built-in mic, but can I also create effects for vocal tracks that were created using my AKG 220 mic?

What do you mean by create effects? In GarageBand I think you can ADD effects such as reverb or delay etc but I'm not sure what you mean by CREATE.
