Micro SD Card issues!

I bought a 16gb micro sd card but when I put it in my card reader it read that only 1.4 gb was free (out of 16gb). So I looked up a tutorial and it said to use disk utility to ERASE.. but after 10-15 minutes I got the input/output error and now the card is formatted to handle 1.9 gb max! How do I reformat it in FAT32 and restore it to it's original 16gb capacity?
