I'm still trying to understand why Microsoft feels it needs to be in the hardware business (outside of Xbox). I don't think they had to build a Surface to show OEMs how to make nicely designed hardware. Companies like Lenovo, Samsung, Sony, and Asus have no problem doing so. There's no reason Microsoft couldn't have followed what Intel did with Ultrabooks and provided reference designs to OEM partners. IMO Microsoft's biggest strengths are software and cloud, not hardware.
