Is this actually using torrents, or some other P2P technology (borrowed from Skype, perhaps)? The article appears to jump to conclusions.

p2p not torrents. Either a clickbait headline or the article's author doesn't know the difference.

It is an excellent idea (after spending 10 attempts to download Office 2015 preview something faster and more reliable is welcome).
