Hey guys, my Mac Mini mid-2011 has been running slow. The CPU isn't under load, but I can hear the internal HDD ticking away and I don't know what I can do to fix this.

What tools does Mavericks have that I can use?

Explain what running slow is to you. As this means different things to different users and you have not described any situation that would allow us to help you with your issues.

You could try the usual PRAM and SMC resets and also the disk utility to repair permissions. If it is Internet related you could adjust your network settings and change your DNS settings. These are just some of the possibilities off the top of my head.
 
I have 2001 mid mac mini also and runs fine. Not slow at all. Could be failing hard drive. Clicking sounds is not a good sign.
