The format / reinstall took all day and was stuck on less than a minute remaining for a number of hours.

Now that it's set up, if for example after eventually loading safari, I might type apple.com into the address bar and it will take 10 - 15 seconds for the letters to appear.

I've read I can download and install Mavericks 10.9 from the app store but but on the problem mac itself I can't find Mavericks in the app store.

Should I bother re formatting and installing the OS?

if you want to install mavericks yoiu might need to go into terminal when booting it up and change the date to somewhere in between 2014 then it just installs fine like "date 111122222014" good luck with reinstalling!
 
You have some malfuction. My 2012 air is running high sierra without problems every day as my main laptop. Still a great machine. One battery replacement only. Air is best laptop Apple has ever made.
