Would want to use a prepaid AT&T data sim that is already activated. Does this mean getting an unlocked device (or unlocking same)

See ads for these, any one here have any recommendations?
Would be nice to have 4G LTE.

1) Sierra Elevate
2) Novatel Wireless MiFi 5792
