Miglia Mini compatibility in Texas (Time Warner Cable)?

This is for anyone in Texas that has Time Warner Cable....is Time Warner Cable able to be used with recording devices such as the Miglia Mini or the Elgato EyeTV 200?

Help is appreciatated...thanks.

The Miglia Mini is a DVB-T receiver IIRC.. so I don't think it will work in the US :/
