Since my Macbook is running Tiger, and the Macbook Air (MBA) has no Firewire, it seems like my only option for using Migration Assistant would be to clone the Tiger Drive to a USB extenal drive and then to try and use it with Migration Assistant with the MBA.

Is that right or is there another way?

You can use Migration Assistant via ethernet (but you'll need a USB-ethernet adapter for the MBA and an ethernet cable). Or you can do it via your wireless network. Both options are slower than firewire. But they should work.
