will migration assistant move over Steam and all the steam games or will it only move the steam client app then you have to redownload the games?

It'll move over your games as well. Migration Assistant is awesome for saving how your computer was and bringing it back. That's a problem for people who had problems with their original boot (like me - Migration Assistant kept bringing back the problem), but should be great for you.
