Mini 5 rose gold with 3D Touch...

It'll most likely move into the iPad line, sure. For my use case, I'm not sure if I'd use 3D Touch that much without the Pencil. Seems like a better application with the peek and pop with the iPhone, but it'll still be a nice feature to have on the iPad.

Considering there was no Air 3 this year, I wouldn't get my hopes up for a Mini 5 next year

I'm guessing Apple will either give Mini the 3D Touch or Rose Gold but not both. Air 3 will get both.

Apple doesn't seem to put much effort since releasing the iPhone 5.5" Plus.

I don't know about that. Other than getting an A8 instead of the A8X processor, which probably has to do with the tri-core processor using too much power on the smaller device, the Mini 4 got all the same bells and whistles as the Air 2, whereas the Air didn't even get an upgrade this year. I think that now that Apple has 3 iPad lines they may not all get upgrades every year, but I don't think that the Mini is being shafted.
