I've got a Late 2020 Intel Mini. I have an RSHTech powered USB-C hub attached to one of the Mini's USC-C ports. When I plug thumb drives (or my iPhone) into the hub, the Mini doesn't see it. Is this normal? I'd hate to have to remove devices from my mini to free up a port every time I need to use a thumb drive.

This is a common issue. Assuming it’s not due to some incompatibility with other devices plugged into the hub (check that), the solution is to get a different hub. (Or buy a Mac mini with with more ports.)
