i am sure this has been covered but my search didn't find an answer..

I want to turn off my mini..., so that all the apps close.

if I hold the power and home buttons down together, the apps are all still running when it restarts...
 
They are not running. The multitasking bar shows recently used apps, not ones that are currently running.
 
well, i guess you are right, because when i hold the home button down - as if i wanted to turn one of them off - i don't get the little red minus sign.

Why not test this?

Turning off my mini via "slide to power off" - The apps are still there

Turning off my mini via hard reset (home + power button) -The apps are still there.

answer: they are still in the multitask bar

You need to double click the home button to bring up the multitasking bar and hold down the icon to make the red minus sign apear
