Minimum amount must be had in iTunes Store balance?

Right now, I have $4 in my balance, and I want to buy an app that costs $3.99. Unless my math is wrong, $4 is just enough to buy that very app, but I keep getting a warning saying I have insufficient credit.

Has anyone else encountered something like this?
