Minor Keyboard Question/Problem

So i'm writing some minor html code in text edit, but for some reason no matter what type program i'm using, when i press the keys for the open and closing tags instead of the normal arrows (<>) when i press shift and hit the , and . keys it comes out like this: (see pic)

Any ideas:confused:
