Missing 3G Toggle on iOS 5.1.1

Well guys, the title about says it all.

My girlfriend has an iPhone 4S (AT&T) and is running iOS 5.1.1. However, she is missing the 3G toggle! I have friends with iPhones that are on iOS 5.1.1 and on AT&T, and they have the 3G toggle. What should she do? A restore isn't really an option, as she doesn't have her phone backed up to a computer.

It doesn't have it until you Jailbreak. And then you can do the same thing through SBSettings.
