Missing at least 90% of iCloud photos from iPhone after iOS update

So I just (finally) updated to iOS9, only to find that a mere 10% of my photos have been restored onto my phone. While the remaining 90% are sitting safely on my Mac's Photos app, I'd love to have them synced and restored onto my phone.

To the learned people of MacRumors, how may I go about that?

Any help would be greatly appreciated, and thank you kindly in advance!
