Missing audio scrubber

Anyone else noticing that the audio scrubber on the lock screen and control center is gone for third party apps, but works fine for Music and Podcasts? Is this a bug, or do apps need to be updated?
 
Downcast is a podcast app, but a third party one..
I go to the right to see the app + volume in the control center. and i see a thing that lets me go forward, backwards in the audio, and a volume up/down. Seems to all be there?

I don't have Downcast. I'm seeing this in Amazon Music, Instacast (no surprise there, it's been abandoned) Audible, and Overcast. There is no scrubber (the white circle) to drag to a particular place in the audio:

I see, yeah. I do have the little ball, touching it makes it bigger and i can scrub.

what are you on about OP. the scrubber on the lock screen and control centre have never worked for third party apps.

correction: third party apps that aren't simply playing your Music/podcast library

What? They've always worked for me. I've never used Apple's Podcasts and I'd scrub through podcasts all the time. And they are working in Downcast above.

yes, sorry, you're right. i made a correction. not sure why it has stopped for you. what app are you using?

It doesn't seem to matter which app. I don't have Downcast, but I can verify it in Amazon Music, Audible, Overcast, and Instacast.

and they all definitely had a scrubber on ios 9 for music not in your Music library?
