I use a BT USB dongle on my MacPro, works fine in Mavericks and Yosemite, but for some reason I do not have a preference pane in El-Cap.
The dongle is recognized under USB in System Report but nothing is shown under BT
Any suggestions would be more then welcome.
I've tried most of the common suggestions found using google search, delete plist files, delete prefpane cache and SMC reset etc. all with no success.

Check in the View menu under customize to see if the preference pane is hidden there.
If it still doesn't show up, check /System/Library/PreferencePanes for the file Bluetooth.prefPane. If it's there you should be able to double click it and have it open. If it's not there, you know why it isn't showing in System Preferences.
