Missing contacts via iCloud

I created a few contact entries on my iPhone. My iPad pick them up but somehow my Outlook did not. Has anyone else experienced this? How can I "force" a synch? Thanks.

Similar problem with Mac Mail and Contacts (and Notes) - iPad1 (iOS5), ipHone (iOS7) and web iCloud.com can see them - Mac on Mavericks cannot. Other files like Pages docs etc sync perfectly well.
