My iCloud Photos were stuck at a 1% download, so I turned iCloud Photos off and then on again, hoping to unfreeze it.

A good portion of the optimized images vanished. I can’t figure out which—I only know the total number dropped dramatically. I could see the number rapidly falling until, somehow, in a panic, I stopped the deletions. I hoped they would start uploading again and everything return to normal but they haven’t. I don’t have the storage space on my phone to attempt to download originals from iCloud and I can’t see how to restore the optimized versions.

Are they still on iCloud? (I don’t have another Apple device). How can I get the optimized versions back on my phone?

Last thing: I have a lot of individual albums I created that are suddenly a mess: only a few photos left in each with most missing, even though in some cases I can find photos still on my phone that I’d placed in an album which no longer appears in it. Is album information saved in iCloud? How can I get them back to normal?
