iPad Missing quality level on YouTube?

I notice that i can only change quality from 360p to 720p but no 480p is available.. Is this normal?

Here is a screenshot on mctube for ipad.. the same resolutions appear on chrome, safari and other youtube apps... As you can see there is no 480p
