Ok, so apple said that the mms ability wont be supported by at&t till summer, but isnt it available in the 3.0 download? So since t-mobile has mms ability, will t-mobile users be able to use the mms feature as soon as it is released?

If you can unlock 3.0
Who knows how long that will take.

The ability is in 3.0 the actual use will be network dependent, seems very plain and simple to me.
