I had a problem with the Mac App Store last fall when Mojave was first released. The problem was that the App Store would not show my purchases. I did extensive troubleshooting with Apple and the issue was unresolved, so I went back to High Sierra. Yesterday (after making a bootable disk image in case I wanted to revert to HS again) I upgraded to Mojave thinking surely the problem would have been solved - not so. I did manage to resolve it and I'm posting this on the off chance (since Catalina is almost out) that anyone else has this problem. There are a lot of posts on the Apple Forums about this, not as many here.
Once again, I spent hours on the phone with Apple without resolving the issue. We tried emptying caches, creating test users, and many other things.
What resolved the problem was logging out of the Mac App Store, going to System Preferences and turning off family sharing (which I had never turned on - must have been on in Mojave by default?) in Sys Prefs - iCloud.
