I’ve done a clean install of Mojave 10.14 on an iMac mid 2012 with the following specs

1TB 5400 rpm hd with approx 75% used by data storage
8GB 1600mhz RAM

The end user has only seen a minor improvement in performance since doing so

They also previously created a new user account with full RW permissions to the old user account, I suggested they create a new user account but they said they had already done the above although that’s not what I asked them to do as my intention was to move the data afterwards

The hard disk had no faults detected by Disk Utility or Onyx

The end user although more experienced than the end user is proving difficult to deal with as they have a little knowledge and are not open to my suggestions to take this further over email to assist without absolute guarantee it will resolve the situation

But awkward and maybe I should cut my losses what do you think? I don’t like to give up on any job I do but I also don’t want to give the end user the impression I’m clutching at straws but in my defence I’m just trying process of elimination and surely that’s worth pursuing?
 
I've experienced this first hand. It's the hard drive. Put in an SSD and you'll see a night and day difference. If you don't want to install an internal SSD, simply clone your system to an external USB SSD. It'll still be faster.

I could be wrong, but Mojave and more so if it converted your file system to APFS is designed for SSDs, and a spinning hard drive is going to suffer horribly.
