Mojave mount problem

My cMP5,1 has HS installed on ssd with apfs, and a regular hd ( hfs+) mount to /Users (via /etc/fstab). Everything works as expected. However, I just updated to Mojave, and it refused to mount the partition to /Users unless I disable SIP. With SIP enabled, even manual mount command exit with the following error:

mount_hfs: error on mount(): error = -1.
mount_hfs: Operation not permitted

Can I mount hfs+ with SIP enabled?
