Hello,

My home internet connection is limited to 10Mbps and I'm having trouble to download Mojave to my wife's Macbook Air. AppStore apparently doesn't support download resuming, so I've always end up with a broken download. An offline installer would be a good option too, so I could download with another Mac (i.e., at work) and later copying the installer to her Macbook.

It's unacceptable that AppStore, an application that exists since Snow Leopard days, can't support resuming in 2018. Some time ago we could at least download Sierra and High Sierra through offline links. Now we are stuck at AppStore.
 
If I were you, I would go to a coffee shop or public place known to have a really broadband Internet. Yes sometimes there are issues preventing completion and one has to start over however, it's so important to have a proper installation of any computer operating system that I wouldn't chance having a pause during download to resume later.
