Can I get Mojave running on an hfs + disk and how to do it.

Yes, that's possible with a workaround.
You need 2 disks and CarbonCopyCloner (there's a free 3months trial version )
Install Mojave on disk 1 ,which will be APFS.
After having all installed and running, clone disk1 to disk 2 formatted as HFS+.
Disk 2 will be your main disk .
In case of an update you will have to clone disk 2 to disk 1 , update disk 1 and clone it back to disk 2.
HFS+ works fine with Mojave as long as you dont install (security) updates.
It's recommended to keep disk 1 uptodate(=regularly clone your main drive disk 2 to disk 1) just in case ...
That's all.

I tried the way you type, but before I cloned the APFS disk onto the HFS + disk, I updated with a security update (MacOSUpd10.14.6 Supplemental)

Could it be the one who teases, because CCC reports that there are errors in some files and does not copy anything.

TBH I've been using CCC for years and never had this error report ...
Are you using the latest CCC version 5?

I've been using CCC 5.1.19
 
All I have used is a USB Thumb Drive, a wiped, HFS+ formatted drive that can be done while installing and instructions from this Patcher Software: dosdude1 Mōjave Installer Creator and Patches.

You can also use the thumb drive to rerun the Installer over the installed OS to "Refresh" it when it goes wonky. Just did mine this morning.

Mōjāv is the 32bit > 64bit Application "Gateway" to the only 64bit App Catalina. I have found it severely stable. Even on my dinosaur.

How are the Carbon Copies working for you. As I posted the newer version of CCC doesn't seem to be as inclusive and thorough as older versions. I have yet to have it clone a Bootable Partition that will boot on the other end. Or one where software can see that its architecture has changed.

Back in the old days when I had a failure or an OS just got too wonky, using CCC to create a operating new partition took no time at all and I would be back up and running. Since I bought the new version for a mass migration that doesn't happen anymore.

If you wouldn't mind sharing the settings you use, I'd be most grateful.

When I create a backup...I wipe out the destination drive completed and create a whole new partition. I find that for every time there is a new OS...Apple changes something from the previous OS and makes your backups fail. I've been doing this all the way back to Mountain Lion. If I didn't do it, the backup was pretty much useless. Now. I do use time machine, but only in manual backup mode and then do a CC backup once every two weeks or when I have to do system change. But only after I know the OS is stable. Right now...Mojave is buggy to me still. I didn't update to the 04 firmware fix because in HS the 04 firmware created instability to that so I still have HS on the previous 03 firmware on a backup drive as a last resort. Also I update CC to the latest version as best I can..only after I'm confident that my last backup is stable. I don't do any other special settings like the older versions...I just straight clone with the safety settings on.

If you install a patched OS on a Mac that natively supports it, IMHO don't be surprised about instability and/or other issues...
If I understood well, your MP is running the MP51.007F.B03 firmware.
This is the original version for a MP 5,1 from 2010 when it left the building in Cupertino...
Since then there have been several Firmware updates , and believe me or not, an FW update comes with (several) advantages and makes your MP less vulnerable, while still compatible with any older OS back to 10.6.8

The 04 firmware you mention is unknown to me.

This means you installed HS as a patched version too.(i.e.DosDude/Clone from another Mac) ,otherwise the BootRom would be MP51.0089.B00...

I've been using CCC for years and never had any issues whatsoever and I guess it might have to do with native installing the OS as meant by Apple.

The statement that Mojave is considered one of the most stable OS, is based on the assumption that it's installed "by the book".
 
There is one big bug I noticed in the screen saver , I had to do a forced restart after the system crashed - first one in 5 years !

apart from that -it just works- as usual

I'm running the "Brooklyn" screen saver on 3 screens and as wild as it is, I have never had any issues in any OS with it or any other screen saver. Honestly this is the first I have ever heard of a screen saver causing any problems.

@carylee2002 I completely understand about drive prep for new OSs and the Apple "changes" things. I was using a factory fresh pre-partitioned drive. But also that's why I figured out that I could rerun the installer over the OS and "Refresh" it. Been doing that for years after a phone call to Apple to see if it could be done. They didn't know and by the time they came back on the line and told me so, I had already done it and things were great. A couple months later I see Tech Reps suggesting that people with "wonky" systems do that.

I haven't had any problems with the Security Updates that were not installed using these instructions:
Modifying the "Distribution" File . . . Then followed it once rebooted with a quick pass of Onyx. THAT until these latest encounters with Installing Patched Mōjāv and Catalina, I never saw any use for Onyx. But now it's Magic!!! I run it after any install, refresh, when things get wonky before a refresh, cuz I'm bored . . .

I installed Mojave the regular way and no patch needed because my rig is the original 2010 5.1 macpro. Also my bootrom is the latest one and not the original firmware. It runs HS fine without their latest security 04 update which came out the same time the update for Mojave tells me its avail, but Im waiting for more feedback on it.
