I am looking for a monitor similar to the apple cinema
display, that has good picture, HDMI, DVI, and USB inputs. My budget is more or less around $200 USD.

Any reccomendations?

For $200 you can't get something close to cinema display, if you mean in terms of quality. You can almost get a 24 inch for that price, but it will be a TN panel.
 
Yeah, it's hard to ask for something "similar" to something else that's over 4 times the price.

However, if you extend it to about $400-$500 you can get a high quality monitor.

Similar is tough though - because AC is LED which is rare right now...

Take a look at the HP 2475w.

Inputs:
(2) DVI-I, (1) HDMI, and (1) DisplayPort with HDCP support, (1) Component
Video, (1) S-Video, and (1) Composite Video

Panel Type = IPS

It's a bit over $500USD (here), and you'd need to calibrate it out of the box, but once done, they're really nice from reviews I've read (example).

quality has nothing to do with LED. there are LED displays right now for the OP's budget, but still TN panel types.
 
Dell SP2309W perhaps?
I'm gonna get one these days.
Has a lot of inputs/outputs and is 239euros at the dutch Dell website.
