I am thinking of changing to another isp which will only allow me to download 2GB per month. Is there any software that i can use to monitor
how much I download per session or on a daily, weekly or monthly basis,and possibly date and times of connection to the internet as in OS 9,
or is there anywhere in Panther that already does this?

I'm not too sure about software but wouldn't your ISP provide you with detailed reports?
 
Activity Monitor (in your Applications:Utilities folder) will show you network usage statistics. But I think it only tracks on a per-session basis, so if you logout or shutdown, the stats will reset.
