With just chrome open, and if I visit a page with youtube videos it spikes to 99%, this just started happening a couple of months ago, and it gets to the point where I can't even navigate chrome since my RAM gets completely depleted (so to speak) and takes forever to even close the page.

It looks like "pepperflash" is your problem. Adobe Flash is a huge resource hog, and from what I can tell, so is Chrome. Try using something like flashblock and enabling HTML5 videos on YouTube?

As another poster said, upgrade your RAM. I believe your computer supports 2 x 4GB 1333MHz sticks. You could probably find something for $35 on newegg right now.
