If I cancel Mountain Lion while it is downloaded, is the purchase refunded?

No the purchase is not refunded. It just allows you to re-download it later by looking at your purchased items. The transaction has gone through and the only way to get a refund would be to have a good reason and contact apple support to see if they will.
