Mouse and Keyboard Preference not working - installing on retail version of leopard

So I have a MacBook Pro (Early 2008) model that support multi-touch. I lost my restore disc and i went ahead and bought the retail Leopard on Apple store, installed it and update it to 10.5.5 (latest version). Now I cant go to Mouse and Keyboard preference.

Help please. Thanks in advance
