I've seen this effect in several online demonstrations (Rich Harrington at Peachpit, for instance.) The author clicks anywhere on the screen and a circle appears, briefly radiates then fades. How do I get this to happen on my computer? Either via a script or a finished applet?

It is probably done through the screen-cap software. I use Snapz ProHD and it has a few different options for "Mouse-Clicks". One of them is the radiating circle that you are talking about.
