Mouse hovering behavior lost

Hello,

I recently upgraded to Snow Leopard. I am having one strange problem now.

When I hover my mouse pointer over my dock, it doesn't magnify the icons (and yes, I do have that option enabled). Also, when I hover over hyperlinks, the cursor doesn't change to the hand. And lastly, when I hover over drop down menus (like when I click on "file") the item I hover over does not turn blue. Everything else works fine. Just no hover abilities.

When I restart my iMac, everything will be fine for hours, then I will get the problem again.
