I upgraded my MacPro 5,1 with my new Radeon 580 card to Mojave. I removed the NVidia drivers and CUDA installed for the previous GTX 980. However, the mouse is now annoying slow. (a bit stuttering)
I opened system preferences and the control panel mouse. I set the tracking speed to maximum (fast) but it didn't solve my problem. I zapped the PRAM without result. It also happens in the recovery mode. The problem doesn't occur in High Sierra on a different startup disk.
I use a wired Apple mouse.
