My logitech mouse scroll number of lines depends on how fast I scroll, not just the scroll distance. If I scroll the wheel slow (1 click per second), then it would only scroll like 0.5 line per click. And if I scroll the wheel fast (5 clicks per second), the it would scroll 3 lines per click.

I do not have any software installed, just the mac default and fresh installation.

Is there anyway to disable this behavior?
 
That's standard behavior for Mac mice, I believe. There is no way to change it without using third-party software. You might try the Logitech software as suggested and try to adjust the acceleration.
